Recently, the transportation departments of Shanghai, Jiangsu,Zhejiang and Anhui provinces and cities issued the guidelines for the issuance(new application) of qualification certificates (ordinary goods) for roadtransportation practitioners in the Yangtze River Delta. According to theguidelines, it will be more convenient for truck drivers to apply for roadtransportation qualification certificates in different places between Shanghai,Jiangsu, Zhejiang and Anhui, truly realize on-site audit and on-site handling,enjoy the "same province treatment" in the Yangtze River Delta, andfurther promote the development of regional integration in the Yangtze RiverDelta.

It is reported that since 2019, the Ministry of transport haslaunched the service system and implemented the handling of road transportationqualification certificates in different places. Previously, although the fourplaces of Shanghai, Jiangsu, Zhejiang and Anhui can apply for qualificationcertificates in different places, the acceptance departments in differentplaces will send the application materials back to the origin for review, whichwill take some time. The government examination and approval reform is anupgraded version issued in different places. The identity information andtraining information of the applicant can be shared and interconnected in real timethrough the provincial data sharing platform established by three provinces andone city.

This means that the Yangtze River Delta region as a whole,practitioners in the region will have no restrictions on registered residenceafter having the new application qualification certificate. They only need tosubmit application materials to the transportation department of any districtor municipality within the territory, so that the general cargo transportqualification can be realized at different locations. The applicant does nothave to submit his training certificate in his registered residence, so he canapply for new local cards on different places and apply through two channels,online or window. Online application can be applied through the governmentservice network of all provinces in the Yangtze River Delta, along with theapplication (Shanghai), Jiangsu government service (Jiangsu), zheliban(Zhejiang), Wanshitong (Anhui) and other mobile apps.
